Returning to amateur radio after 25 years absence. Surprised by high nouse floor on hf bands (No replies)

hi, I'm what's called an old newbie, wax first licensed in 1965, been " off the air" for 25 years. Thought about getting back on but at present gave been defeated by the very high noise floor on the hf bands s7-s9, I've got high speed broadband copper cable distribution pole outside my qth. As I'm on high speed broadband don't think I can complain. Most of my neighbours also use power line adaptors for Ethernet distribution to their TV set top boxes from their wifi routers, so really my question is( I've done lots of research without coming up with an answer) anyone got any ideas???. Sorry for the lengthy question
